Ok, I can see how maybe as this guy's neighbor you may not *love* that the dog does its thing in the yard, but as long as it's not affecting your property at all, threatening an innocent dog is a pretty lowly thing to do. I'd say this guy's revenge on his neighbor was right on the money - not overdoing it, but definitely causing some deserved inconvenience.
